The Law Commission has proposed reforming the Official Secrets Acts in a report called Protection of Official Data.

The report makes 33 recommendations in three distinct areas:

(1) Espionage: the criminalisation of individuals who try to obtain sensitive information

(2) Leaks: disclosing official information without authorisation

(3) Public interest: when disclosing protected information may be justified
